Confirmed: Mr William "Bill" Fleser

Former Deputy Director of the J3-International Division of USSOCOM

Mr. William (Bill) Fleser served honorably in the United States Army for 22 years, primarily in Special Forces and Joint assignments, ultimately retiring as the Deputy Director of Operations from Special Operations Command, Europe in 2001.  Mr. Fleser became a Department of Defense Civilian on 10 September 2001, and most recently served as the Senior Program Manager for USSOCOM’s J3-International Branch from its establishment in 2013 until his retirement in May 2021.  Under his leadership and management, J3-International has grown into the largest non-NATO SOF coordination center in the world, with SOF representatives from 27 nations represented in Tampa. Upon retirement, he was awarded Chairman of the Joint Chiefs of Staff Meritorious Service Medal and the Lithuanian Excellence in Special Operations Medal.  He holds Master’s Degrees National Security Strategy and public policy management from the National War College and Cornel University respectively, and is a graduate of Central Michigan University with a degree in History.  Bill is a Lifetime member of the GSF, and now resides in Mineral, Virginia, where he boats, shoots, amuses his children and his wife Kathy, and fishes poorly, while also serving as an advisor to Integrated Modern Engineering, a woman-owned small business and GSF member which focuses on ISR and data fusion solutions for the warfighter.
